Biography

Kevin Campbell successfully defended his doctoral dissertation in December 2023 on how the U.S. Department of Justice enforced the Americans with Disabilities Act in states and cities around the country. Kevin’s research, based on interviews with the senior leaders of DOJ’s Project Civic Access, found a program that attempted to enforce the rights of those with disabilities in innovative and collaborative ways. Yet, it focused on only a narrow set of impairments. The program avoided enforcement of Title II’s protections for those with stigmatized or difficult-to-accommodate disabilities. This research reveals that agency enforcement may not be superior to enforcement by private litigation. Kevin plans to work as an independent scholar, and he expects to publish further research based on his dissertation.
