About Gillian —
Gillian has been engaged in many different functions and tasks in all of the City of Edina’s organizational departments. The following is a representative sample of the sorts of initiatives that Gillian has worked on during her tenure here:
• Meets weekly with the City Manager and Assistant City Manager
• Worked on a state legislative initiative to secure a new local options sales tax in 2022 and then a subsequent legislative initiative in 2023 amend what was approved in 2022; included weekly meetings, writing and analysis
• Served as the administrative support person for the City’s Human Rights & Relations Commission;included preparation and attendance at monthly commission meetings and staff support to the City’s Race & Equity Manage;also included resolving a document storage issue that had a two-year backlog of unsorted minutes and other records.
• Played a leading role in the City’s analysis of our post-COVID internal services and performance measures, including an analysis of the future use of our office space in City Hall
• Member of our Community Health & Safety Center staff team with goal of building a new fire station;Gillian’s role includes significant levels of public engagement and assisting the team with selection of design professionals;Owner’s Representative and Construction Managers;includes weekly meetings and research duties
• Human Services funding site visits
• She was a key member of the City’s Employee Engagement Team;including survey preparation, analysis and follow-up presentation to employee groups to review the results and work on next steps
• Worked on updating the City’s performance measures with the Assistant City Manager and Department Directors re

• She has taken the initiative to meet former Edina City Management Fellows that are working in city government positions around the Twin Cities
• Is a member of the management team for labor negotiations with the City’s unionized professional firefighters
• Attended the City’s Engineering Department weekly staff meetings to learn about that department’s role in city government
• Coordinate the production of the City’s five-year Capital Improvements Program and the City’s 2024-2025 Budget book
• Coordinated the process to create and approve the City’s 2023 legislative platforms for both the federal and state legislative session
• Helped coordinate the City’s executive leadership team annual retreat and the City Council’s annual retreat
• Coordinated all aspects of the City Council’s attendance at the 2023 National League of Cities Congressional Cities Conference in Washington, DC.
