Heather Shurtliff

Biography

Heather Shurtliff was born and raised in northern Canada. During her MPA, she was the vice president of the BYU ICMA student chapter. During her time as vice president, they won the best activity award for an ICMA student chapter, which was presented to us at the ICMA conference in 2022. During her MPA, she was also a member of the BYU Public Service Lab where she researched the effects of past school desegregation laws on students and teachers. Other past research projects have included economic influences on social relationships and career identity issues. Heather’s current research interests are HR and leadership practices in government.
